Myles Connor claims David Houghton and Bobby Donati carried out the Gardner plan without his knowledge while he was locked up.
Connor's cell mate at Lompoc Penitentiary, Rocco Ellis, says that David Houghton planned the heist. According to Ellis, Houghton visited Conor in prison in Illinois three months before the theft and sought his hypothetical advice. Houghton paid $25,000 a piece to 2 experienced robbers and then hid the paintings in a steamer trunk in storage until his death from a heart attack in 1992.
David Houghton was dating Myles Connor's sister and motivated to steal the artwork in order to negotiate a release for him. Bobby Donati was a friend of Houghton's and criminal associate of Connor's that had cased the museum with him in years prior.

- William (Billy) Youngworth came into possession of the artwork after Donati and Houghton died, and he then handed off or sold the artwork to someone else before he went to prison, in order to protect his family.
